IGCC Plant in Fujian Refining and Ethylene Project

IGCC plant in Fujian Refining and Ethylene Project is a sub-project of Fujian Refining and Ethylene Project; it includes 6 units of POX, acid scrubbing, hydrogenation, COGEN, ASU, etc. COGEN is a self-supply power plant, which mainly supply power and steam for whole plant, its fuel mainly is the feedstock of asphalt produced after extracting ethylene, the installed capacity is 2×140MW+50MW. IGCC plant is a utility plant in whole Fujian Refining and Ethylene project; it is critical of production and operation for whole Fujian Refining and Ethylene project. It produces partial oxygen and most of SHP steam and part of power required for the whole project.
 
IGCC plant of Fujian Refining and Ethylene is the first set of IGCC co-generation plant built in China for supplying hydrogen, heat and power generation and it is of important demonstration significance. IGCC plant of Fujian Refining and Ethylene project is the important integral part of whole strategy in developing low carbon economy, lowering greenhouse gas and contamination discharge by SINOPEC. Through Fujian Refining and Ethylene IGCC project smooth implementation, SINOPEC has accumulated wealth of experience in design, construction and operating IGCC plant and grasped the system integration technology to integrate ASU, gasification, purification, hydrogenation, gas turbine generator and auxiliary utility together.
 
On September 19, 2006, SNEC signed FEED contract with Owner; On November 18, 2006, the first pile foundation was done for this plant; On November 29, 2006, the basic engineering design review was carried out; On December 21, 2006, SNEC signed EPC contract with Owner; On May 1, 2008, the detail engineering design was finished; On October 25, 2008, ASU realized intermediate handover; On March 3, 2009, the plant realized whole intermediate handover; On July 22, 2009, syngas from gas turbine generator switchover successfully, it means that IGCC whole process flow is through; This plant took only 4 months for startup preparation and pre-commissioning activities, which is the shortest startup time in Shell similar gasification technology; Since plant startup, the performance test was carried out for each parts of ASU, auxiliary boiler, POX, gas turbine generator and so on, respectively; each performance index reached the design requirements during testing and the whole system is running steadily and it shows that optimization and innovation design is fully successful.
