An SEG Team Came to the Company for Safety Management Exchanges

A team consisting of vice-general managers of safety, safety director and safety personnel from subsidiaries of Sinopec Engineering (Group) Co., Ltd. came to the company for safety management exchanges on June 23. They made exchanges about safety work, talked about cases of accidents and issued the results of safety management standardization. The vice-general manager of SEG Sun Xiaobo attended the activity.

On the early morning of June 23, accompanied by vice-general manager Jiang Liqiang, the team paid a visit to Zhenhai POX Project of Zhenhai Refinery for modifying the structure of hydrogen production raw material, for which the company is the EPC contractor. At first, project manager Zhou Kun introduced the functions of the face-scanning control system for access to project site and demonstrated to guests how to get through the access. After that, he explained the contents and purpose of the sample quality display board for civil construction works, the safety management measures and how the measures are implemented during the current stage of project, and the conditions and current situation for soil free construction in project purification area. On the other hand, the guests communicated with Zhou Kun about issues of their concern.

After the visit, the guests went to the first floor of head office, where they checked the monthly display board for safety production and listened to the introduction given by safety management personnel on the division of main body responsibility system of safety, the promotion on designed intrinsic safety, safety training, the improvement of safety team skill, safety supervision work implementation, sub-safety work management, the creation of safety culture atmosphere, the implementation of safety incentive mechanism, the application of safety information technology, the establishment of safety standardization site, risk identification and safety diagnosis, etc. After that, the guests went to the production dispatching center to learn about the functions of remote real-time video surveillance system and witnessed the demonstration of the system.

The party committee secretary Xu Yijun welcomed the visiting team. He said, the company has achieved good results from safety management thanks to the correct leadership of SEG head office as well as the communication with and mutual learning from brother companies. He asked the team to leave valuable advice and experience as much as possible so as to promote the further improvement of the safety management work of the company.

Jiang Liqiang made a report titled “To Promote the Further Improvement of Safety Management Work Based on High Sense of Responsibility and Solid Work”, in which he introduced the company’s experience in safety management. He pointed out, upon the request of company leaders who always regard safety work as one of top priorities, the company has been making continuous efforts in safety management, such as the division of safety responsibilities as detailed as possible and the strict implementation of it, the promotion of risk identification and safety diagnosis at the same time, the carrying out of safety training work as planned, the promotion of designed intrinsic safety in a continuous way and the improvement of the standardization level of safety sub-work management step by step. As a result, safety supervision work has produced considerable results, safety supervision way has been innovated constantly, safety incentive system has been improved gradually, a safety culture atmosphere has been created, and the company has maintained a good trend of production safety, without seeing any type of safety accident, all of which provide a solid guarantee for the smooth completion of the company’s production and operation tasks.

In the meantime, Jiang emphasized that, faced by the unprecedented pressure of production safety due to the coming of a new climax of petrochemical construction, the company must recognize its problems with regard to the awareness of responsibility for production safety and the implementation of responsibility system, and it must admit that the problems with regard to “low standard level, old problems and bad habits” have not been completely sorted out, the situation that the management sub-work is small, weak and in lack of focus has not been changed completely and safety training work is yet to be done in a deeper level.

At last, the team watched the video of two accident cases with regard to falling from high places, and made an analysis of accident causes, defects in safety management and loops in risk identification system. And further they carried out a discussion on issues such as how to properly implement the main body responsibility system of safety, how to take effective safety protection measures and how to prevent accident recurrence.
