SINOPEC Singapore 80,000t/y lube oil grease project is the first oversea investment project of SINOPEC refinery section, the project is located in TUAS-the southwest end of Singapore, the design capacity is 50,000 t lube oil and 30,000 t lube oil grease. The project started investigation in September of 2008, the feasibility study was finished in June of 2009, National Development and Reform Commission and Commerce Department was checked and approved at the end of December in 2009, on February 24, 2010, SINOPEC Group Party officially approved the investment of this project, on March 11, the land agreement was signed by and between SINOPEC and Singapore Yulang Industrial Park (JTC) in Beijing.

Based on the principal of SINOPEC as “large owner”, as an execution Company of this project, on the name of SEG SG and on behalf of owner, SNEC finished the preliminary work of QRA, PCS, geological prospecting, soil analysis, soil control, cable investigation, utility, water supply, drainage, power supply, fuel gas, road, greening and so on, meanwhile, SNEC is responsible for feasibility study, basic engineering design to EPC and assist owner to finish the certification work of TOP (temporary production permit) and CSC (construction permit).

In 2011, basic engineering design was completed in April and most of detailed engineering design work was completed at the end of this year. On July 28, the project started officially in Singapore site and started piling and temporary construction, the piling work was finished at the end of December and started civil construction; In 2012, civil structure was capped in July, equipment steel structure entered into site for erection in August, the pipeline and other discipline entered into site for erection at the end of September, electrical and instrument erection entered into at site for erection in December. On February 10, the tank farm was delivered to Owner and the first batch of base oil additives, on April 30, the project reached to intermediate handover status, on May 29, the first batch of lube oil grease product was produced smoothly, on June 18, the first batch of lube oil product was produced smoothly, on July 11, completion ceremony of commercial operation was held in Singapore, after that, the products were exported to Southeast Asia and around Australia, it improved SINOPEC influence greatly in local area.
