History & Development


SINOPEC Ningbo Engineering Co., Ltd (SNEC) is an all-around petrochemical engineering corporation established on Oct 29, 2003 by merging SINOPEC Lanzhou Design Institute (SLDI) and Third Construction Company of SINOPEC (SCC3) into one, subject to the approval of SINOPEC. It is a high-tech-led enterprise taking petrochemical engineering design as work basis and engineering project general contracting/management as main business. Holding a number of patents, proprietary technologies and technical know-how, SNEC’s service covers scientific R&D, engineering design, equipment manufacture, plant construction/inspection/maintenance, and etc. We are willing to serve both domestic and international customers for EPC turn-key, engineering general contracting, manufacturing or specialized construction general contracting, engineering consultation, engineering design, equipment manufacture and project management, in the fields of energy resource, environment protection, petrochemical, thermal engineering and etc.

 

I. History of SINOPEC Lanzhou Design Institute (SLDI)

SLDI, former Northwest Chemical Design Institute Under the Ministry of Chemical Industry, was founded on August 18, 1958, and staffed with over 100 employees from the former Chemical Design Institute under the Ministry of Chemical Industry (Beijing) and dozens of employees from Design Division of Lanzhou Petrochemical No.303 Plant and No.304 Plant, as well as some employees engaged in political and administrative work from some enterprises under Lanzhou Petrochemical, totaling 380 employees and having 3 design divisions.

In 1959, a geological survey team was merged into it and the staff increased to 488.

In 1960, some people engaged in scientific research from No.304 Plant Research Institute, Test Factory and No.302 Plant Pilot-scale Division were transferred. Later, Lanzhou Design Institute was founded with over 600 employees. Some design staffs were transferred to 3 design divisions.

In June, 1965, the Design and Research Institute was split into two. The design institute (including the geological survey team) was reorganized as the Fifth Design Institute of Chemical Industry Ministry, PRC, with 791 employees. The original 4 design divisions were compressed into 3 comprehensive design divisions.

In 1966, the geological survey team hived off and over 200 people left, and more than 600 persons remained. By now, the Fifth Design Institute under the direct leadership of Chemical Industry Ministry of PRC had accomplished a great deal of designs, which improved its staff quality and technology, thus an matured design team had come into being, capable of engineering design for large- or mid-scale chemical fertilizer plants or petrochemical plants,

In 1971, Lanzhou Petrochemical Design Institute was subject to the duel leadership of Chemical Industry Ministry of PRC and local government, and local government was the major. Its work remained unchanged.

In Jul. 1972, it was renamed as LCIC Chemical Industry Design Institute. By now it had accomplished engineering designs throughout China, as assigned by Chemical Industry Ministry of PRC.

In 1973, the original 3 comprehensive design divisions were transformed to the semi-discipline division.

In Oct. 1978, the Second Team of Survey Company under Chemical Industry Ministry PRC moved out with 60 people left in Lanzhou. LCIC decided to setup up a Survey Team within LCIC Chemical Design Institute, the staff was 887.

On Jul. 1, 1984, LCIC Chemical Design Institute was hived off into a separate institute directly under China Petrochemical Corporation, and was renamed as Lanzhou Petrochemical Design Institute which has 787 employees.

In 1998, SINOPEC Group was established and Lanzhou Design Institute was merged in, named SLDI, which is under the direct leadership of SINOPEC Group, with 812 employees.

In 1999, in the reorganization of Sinopec Engineering Incorporation (SEI), five survey/design institutes under SINOPEC were merged into SEI, including Lanzhou Design Institute. Now it was the member of SEI.


II. History of the Third Construction Company of SINOPEC (SCC3)

The predecessor of the Third Construction Company of SINOPEC (SCC3) was the Third Engineering Team of the First Petrochemical Construction Corporation under Petrochemical Industry Ministry, moved into Ningbo for building Zhejiang Refinery in 1975. Since 1978, it has experienced several leadership changes, renames and reorganizations. 

In Jan. 1978, in order to adapt to the rapid development of Chinese petrochemical industry and to speed up refinery construction, the Third Engineering Team of First Petrochemical Construction Corporation under Petrochemical Industry Ministry was hived off into a separate company, named 14th Petrochemical Construction Corporation. Its production and living base was located in Zhenhai, Ningbo, Zhejiang. Top management of the company was nominated and Party committee was established. It consisted of eight construction teams.

In Aug. 1978, the company was transferred to Petroleum Industry Ministry PEC and renamed as the Third Engineering Company, with eight engineering teams and one inspection station.

In Jul. 1983, SINOPEC was established in Beijing and the company joined in. It was renamed as the Third Construction Company of Sinopec (SCC3), having several engineering teams..

In 1998, SINOPEC Group was set up and the company was merged in.

From May 2001 to Aug. 2003, SCC3 optimized its organization for several times to meet the requirement of “project-oriented construction”, and to strengthen functions, transform remits, straighten out relations and clarify administrations, including profession-oriented reorganization of subordinate units.


III. Combination and Reorganization of SLDI and SCC3

Based on SINOPEC Document No. QI 363 [2003], SINOPEC Ningbo Engineering Co., Ltd (SNEC) was registered in Ningbo, Zhejiang on Sep. 30, 2003 and with ceremony on Oct. 29, 2003, by merging SLDI and FCC3. There were 18 departments and 2 branches (in Lanzhou and Shanghai, respectively) in SNEC. Its operation mode is redesigned to cater for market practice, including a general contracting sector, a design sector and a construction sector.

On Jun. 10, 2004, SNEC’s organizational structure was optimized preliminarily, based on its development orientation after merging, as well as the vision of “building an international engineering corporation”, so as to straighten out management relation, regulate management practice, define management function and improve management efficiency, to ensure the effectiveness of SNEC’s management & operation.

In Mar. 2005, SNEC’s organizational structure was further adjusted to upgrade its management, cater for the market competition and company development, and enhance its systematic integration and resource planning. A new enterprise management and operation mode was established based on 4 strategic business units named general contracting management center, construction center, design center and manufacturing center, as main body, and other functional departments and management departments, as supporting.


IV. Combination of SNEC Manufacturing Sector and Shanghai Petrochemical Machinery Manufacturing Company

In Aug. 2005, under the leadership and support of SINOPEC, Shanghai Petrochemical Machinery Manufacturing Company was merged into SNEC manufacturing sector, which was designated as SINOPEC’s manufacturing base for kiloton grade petrochemical equipments. This was an important step of professional mergence by SINOPEC, to cater for the state energy structure adjustment and manufacture industry competition.

After the combination SNEC manufacturing sector’s product orientation would be long-term, heavy and oversized equipments like hydrogenation reactors, HP heat exchangers, columns, as well as non-ferrous metal equipments and furnace modules with higher added value. This will realize an intensive and large-scaled manufacture mode in SINOPEC for heavy and oversized equipments, and will enables the new manufacturing base to manufacture large non-standard equipments and critical petrochemical equipment for petrochemical industry, to rank SNEC ahead in domestic large equipment manufacturing markets, and to take part in the international competition.


V. Establishment of Technology Research Institute

In Oct. of 2006, SINOPEC Ningbo Technology Research Institute was established with energy and environmental protection as major research and development field and business orientation. This research institute worked together with SNEC technical center, thus SNEC became the sole engineering construction enterprise with research & development, engineering design, manufacturing and construction as integral part in domestic market.


SINOPEC Ningbo Technology Research Institute will render the support of engineering technology and industrialization application for energy consumption diversification and new energy utilization, contribute to environmental protection policy and reducing greenhouse gas emission, its business scope includes process technologies research of hydrogen production, carbonyl syngas production and IGCC power generation based on gasification technology using different feedstocks, such as coal, asphalt, residual oil, heavy oil, natural gas, oil gas, refinery dry gas and coke-oven gas; Gas purification technology covering the purification and refining of natural gas and syngas, purified desulphurization and de-carbon, desulphurization and de-nitrification of flue gas; Synthetic oil processing technology development and catalyst development; Development of gasifier, gasification burner, R-T converter, key equipment, special equipment, patented equipment, proprietary equipment, etc in the relevant field of petrochemical equipment.


In 2006, after a series of property right, resource and administration reforms, SNEC optimized its organization and management mode again to cater for its business orientation and strategic planning, in which the business center, design center and engineering general contracting center were established. General contracting of engineering project was assigned as the core strategic business. The engineering design, manufacturing and construction were major business. After that, its organization was subject to several adjustments as necessary.

In Apr. 2012, SINOPEC refinery engineering sector was merged into Sinopec Engineering (Group) Co., Ltd. (SEG) and was listed in Hongkong in May 2013. SNEC was one of its subsidiaries named SINOPEC Ningbo Engineering Co., Ltd. (SNEC).

Up to the end of 2017, SNEC had 22 management departments, 6 design departments, 3 specialized companies, 3 branches and 4 subsidiaries. It had more than 2800 employees, including 6 design masters, 23 professors, 474 senior engineers, 886 engineers and more than 410 registered engineers.


Now SNEC has been adequately qualified for all its services and well experienced in project management. It possesses a strong technical force and holds more than 310 patents, proprietary technologies and know-hows. It ranks ahead in domestic market on engineering design, covering natural gas chemical, petrochemical, coal chemical, syngas chemical industries and so on; SNEC has developed its own core technology for pipe and steel structure factory prefabrication, equipment manufacturing, large storage tank construction and long pipeline construction, which gave it differentiation competitive advantages. Through years of efforts SNEC has made considerable development in the area of general contracting project management.
