From February 28th to March 1st, the company held fourth session of the3rd workers (members) congress in the report hall on the third floor of theheadquarters building. At the session, the spirit of the 19th Communist Partyof China National Congress was studied. As guided by the socialist ideology ofChina’s socialism with a new era by Xi Jinping, the congress summed up the workin 2017, analyzed the situation, properly planned the future development, anddeployed key tasks in 2018. All the staffs of the company shall work hard topromote the company's overall sustainable development and strive to write a newchapter in the company's reform and development.

At the session, Zhou Guo, the general manager of the company, delivereda work report titled “Quality Improvement and Efficiency Improvement,Transformation and Upgrading, and Striving for Creating a New Development forthe Company”. Xu Yijun, the executive director and party secretary of thecompany, made an important speech and called on the company’s staffs to takethe advantages of the current situation and promote the development of the companyto a new era.

Zhou Guo reviewed the company's work in 2017 in his work report. In thepast year, the company actively implemented the spirit of the 19th CommunistParty of China National Congress and strategic deployment of Sinopec Group,seized a good opportunity for the rebound of the engineering constructionmarket, achieved remarkable results in market development, maintained a stableand positive safety production situation, and steadily improved projectexecution capability. The scientific and technical innovations achievedimportant results, the vitality of the company's operations was significantlyenhanced, and the comprehensive and strict management of the party wereeffective, satisfactory production and operating performance was achieved, andthe company was in stable operation and sound development.

In the work report, the current production and operation situation ofthe company were also analyzed. The report pointed out that the challenges andpressures that the company were facing continued increasing. At the same time,the company has many advantages and favorable conditions in coping with suchchallenges and pressures. The staffs at all the levels of the company must takequality improvement and efficiency upgrading as the central task, strive toenhance the business level, improve the efficiency level, enhance innovationability, enhance the vitality of the mechanism, and use “two three-years” and“one decade” time to draw new blue print for better and more sustainabledevelopment.

The report put forward the company's overall work ideas, work goals andfive key tasks in 2018: Firstly, we must pay attention to stability andprogress, and strive to open up domestic and foreign markets. Secondly, we mustpay attention to both quality and efficiency, and focus on projectconstruction. Thirdly, we must focus on innovation and development, and striveto promote the transformation and upgrading of the company. Fourthly, we mustfocus on vitality and efficiency and strive to strengthen reform management.Fifthly, we must focus on strengthening the foundation and promoting strict andcomprehensive party governance.

During the meeting, the delegates listened to and reviewed the company'swork report, the use of welfare fees in 2017, the report on planning thewelfare fees in 2018, and the report on the use of business expenses in 2017,the work report on the company’s trade union and the report on the use ofexpenses of the company’s trade union in 2017. The resolution of the Workers'Congress was released, the new members onto the 3rd Trade Union Committee wereconfirmed.

The session voted on the resolutions and conducted a democraticappraisal of the company’s leadership and members. The meeting also commendedthe company's advanced collective, celebrity team, model workers, staremployees in 2017.

Xu Yijun, the executivedirector and party secretary of the company, pointed out in his speech that thecompany adhered to the general tone of work for stability and progress in 2017,focused on upgrading the quality and efficiency, promoted overall productionand management, and solidly promoted comprehensive and strict management of theparty to overcome all the challenges and achieved new results. In this year,the most notable achievement was to fully tap potential and increase efficiencyto achieve the goal of steady growth, the rarest breakthrough was the reformand innovation, and the transfer of structural adjustment, and the most solidmeasure was to effectively strengthen the building and strict governance of theparty. At the new starting point, we must maintain the "initial" mentality,turn the page to zero, move lightly, keep the "running" posture,throw off the arms, take steps, maintain the "sprint" status, andwork hard. The spirit of the 19th Communist Party of China National Congresspointed out the new direction of development. We must follow the trend, closelyfollow the new situation of development at home and abroad, and step into a newera; firmly grasp the new trends in the development of the industry to adapt tonew changes; soberly review the company's excellent performance anddisadvantages and make new achievements. We shall target to be an internationalengineering company with "two three-years" and "one decade”schedule and promote the company development step by step. In the first threeyears from 2018 to 2020, a solid foundation shall be provided for the companydevelopment. On this basis, we will strive for another three years. In 2023when the company celebrates its 20th anniversary after reconstruction, we willachieve a higher-level development that is both qualitatively and effectively.We will strive for another "a decade". By 2033, the company will showmore vigorous vitality, and become an international engineering company withstrong competitiveness.

Xu Yijun emphasized thatthe new era has put forward new requirements for development. We must takeadvantage of the situation. First, we must open up new thinking in overallwork, highlight strategic thinking, strengthen strategic execution, highlightprecise thinking, improve work efficiency, highlight bottom-line thinking, andenhance the quality of enterprise development. Second, the reform anddevelopment shall enter a new level. It is necessary to improve the top designof the reform, accurately grasp the direction of the principle, and seize thekey areas of reform. Third, innovation must achieve new results, breakthroughsmust be achieved through technological innovation, and vitality shall beoffered by management innovation. Fourth, talent construction shall focus onnew ideas, and it is necessary to implement market-oriented talent principlesand build a full-range growth platform for the talents. Xu Yijun finallyemphasized that the party building has entered a new stage, and we must bestricter and more concrete. The party building must be taken to a new level,political stability shall be highlighted, and party governance shall be addressed.The cadre team must demonstrate a new look, continue to strengthen teambuilding, establish a correct selection and employment direction, strictlyfollow the personnel promotion procedures, and adhere to strict management,love and care. The political ecology shall form a new atmosphere, continuedeepening work style construction, resolutely advance the anti-corruptionstruggle, make good use of the “four forms” for supervising discipline, andearnestly give play to the role of “major supervision”. The corporate culturemust enter a new realm, strengthen the promulgation of Sinopec Group culture,cultivate the distinctive culture, and create a “three-dimensional”communication atmosphere.

The session called on all employees to follow the spirit of the 19thCommunist Party of China National Congress, always maintain a high spirit andvigor, observe the great trend, bring new energy for transformation andupgrading, take advantages of the situation and work hard to write a morebrilliant new chapter!

At the end of the session, Zhou Guo put forward several requirements forimplementing the spirit of the session. First, the spirit of the session mustbe implemented in an in-depth understanding. Second, the spirit of the sessionmust be implemented during routing work. Third, the spirit of the session mustbe implemented in difficult situation. Fourth, we must adhere to the idea thatpractice is better than theory.
