A joint meeting by the secretaries of party committee and party discipline inspection committee of SEG held at Ningbo on February 15. The meeting gave an analysis of problems with regard to party building and discipline inspection work, followed by a discussion about measures for strengthening and improving such work and a study on key work in this regard in 2017. The meeting was moderated by Lu Dong, the chairman and party committee secretary of SEG, and other leaders at the meeting included Guan Qingjie, the deputy secretary of party committee and the chairman of labor union, as well as relevant personnel from SEG’s affiliates, including the party committee secretaries, the secretaries of discipline inspection committee and the heads of party building team and discipline inspection department s of head office. Company’s Party Secretary, Xu Yijun, shared the company’s party building experience.

Lu Dong pointed out that the meeting is intended to carry out the requirements of the party committees of central government and group company that the party shall enforce strict party disciplines, supervise its own conduct and continue to carry out the “party building studies” activities. In addition, the meeting also emphasized that the systematic management system of the company must be properly implemented, work experience about party building and discipline inspection and supervision shall be exchanged and party building work shall be further reinforced. The meeting was also a preparation for the meeting on party building and anti-corruption work to be held in March.

Xu Yijun gave an opening speech by introducing the party building work at Ningbo Engineering Company from five aspects, including strict party supervision, exerting the political core function of the party, strictly maintaining clean and honest party administration, strengthening grass-roots party construction work and building a harmonic home. Especially, he emphasized the “13th Five Year Party Building Work Plan of the Company”, “55210” party building work goals, “strengthen grass-root work, form own characteristics and promote development” activities, building up a team of party branch secretaries from young people and new media construction.

Affiliated companies such as Engineering Construction Company, LPEC, Nanjing Engineering Company, No. 4 Construction Company, No. 10 Construction Company and Shanghai Engineering Company also gave talks based on their practical work with regard to party building and discipline inspection. On the one hand, they had a deep analysis of own weak points in work and the new situation facing them; on the other hand, centering around strict party supervision and exerting the political core function of party committee, they made comments about main issues regarding party building work, mainly including leadership team building, the implementation of the “one-post and two-responsibility” system, the cohesion of party building work with production and operation, grass-roots party organization building and the application of “four forms” for supervision and enforcement accountability.

Lu Dong highly appreciated the achievements of Ningbo Engineering Company with regard to party building and also recognized what the affiliates had done for party building and brand creation. He emphasized that the corporate property of SEG determines that party building work must be regarded as one of the top work priorities and be taken seriously. Especially, with overseas business accounting for over 35% of the company’s total business, the party committees of all levels shall pay great attention to the party building work at overseas projects and do sufficient research in this regard.

At the session of party committee, affiliates like Nanjing Engineering Company, No. 5 Construction Company, No. 4 Construction Company, R&D Center and SLT continued to talk over major issues such as the integration of party building work into central work, implementing the “one-post and two-responsibility” system, strengthening grass-roots party organization building, reinforcing overseas party building work, strengthening supervision and enforcement accountability, carrying out joint party building work with subcontractors, strictly complying with “eight party rules, carrying out “party building studies”, promoting labor union building and league construction through party building and strengthening team building, which was followed by an analysis of existing problems and discussion about improvement measures.

At the session of discipline inspection committee, the secretaries of discipline inspection committees of the affiliates talked over a series issues with regard to party work, including strictly supervising the party, properly applying the “four forms” and strengthening supervision and enforcement accountability; implementing the “one-post and two-responsibility” system and strictly maintaining clean and honest party administration; strictly implementing the system of party administration, step up efforts in fighting against corruption and strengthening leader supervision and administration; moving forward of critical pass of discipline inspection, strengthening supervision and administration over major areas such as subcontracting so as to make sure operation is conducted by laws and regulations; correcting four undesirable work styles and promoting the implementation of eight party rules; reinforce self-improvement and building a strong and effective discipline inspection team.

Guan Qingjie pointed out that, under new situation, discipline inspection work shall play a stronger political function, research on new situation and new problems shall be carried out and new work methods shall be developed so as to get adapted to the needs of new development and crack hard problems with regard to discipline inspection; the party shall be more confident and determined in strictly implementing party supervision work, firmly maintain clean and honest party administration and fight against corruption, establish "four consciousness" and adhere to bottom line without touching red line; the company shall, based on its actual conditions, promote the perfect cohesion of discipline inspection work and its central work to ensure the company develop more healthily.

To wrap up the meeting, Lu Dong said, in the past year, under the leadership of party organizations of various levels, SEG had worked hard to carry out the requirements of the party committees of central government and group company that the party shall enforce strict party disciplines and developed a lots of unique work methods. In spite of the downward market, the company created 2.39 billion yuan of profits and completed all operation indexes, this could not be done without the deep cohesion of party building work with production and operation. Looking at SEG’s party building work in the coming year, he put forward six requirements. First, further increase awareness of the vital importance of party building work and further carry out the spirit of the sixth plenary session of CPC’s 18th Central Committee and the party building meeting of state-owned enterprises. Second, reinforce work for establishing "four consciousnesses", foster ideal and belief, consciously uphold the authority of the CPC Central Committee with president Xi Jinping as the core and maintain a high degree of consistency with the CPC Central Committee. Third, continue to carry out “party building studies” in a deeper manner. Fourth, step up efforts in building leadership team. Fifth, make clear that grass-roots work is the driving force and figure out the key point for the cohesion of party building work with production and operation and try to make new breakthrough. Sixth, properly implement the two responsibilities for strict party administration and the “one post and two responsibility” leadership system, and always bear in mind that there is no end to anti-corruption campaign.
